In reply to Tony McGurk. the idea is they're giving you the answer, you have to give them the question. hence the "what is" and "who is" nonsense. as for why they go with that format? i don't really know. style points i guess. people rarely forget to answer in the form of a question, so they aren't catching too many poeple out on it or anything.
